Create an admin page

The administrator of the wifi network should be able to:

• see a full list of users in the wifi network
• disable users
• create user/pass for login
• change amount of time for authenticated users
• change amount of time for unauthenticated users

I also want to start/stop/enable/disable services. For example, squid, kodi, deluged, etc... Manage this services via systemctl in ArchLinux, for example.
