Add quotas to preserved requests

Have a globally configured quota of say 200MB per preserve request. If the quota is reached we will only save what was fitting in the quota (so this can be ie. 10 videos). I wonder what the approach can be for trunkated data, so if a video has 300MB can we get a partial or will this break the file?
