Thesauri V2 Creation

• Thesaurus values should be unique at per root/group level (different groups can have repeated values)
• Translations are based on the values, not on the group+value

Important naming considerations:

• Mongo collection is "dictionaries", and this is the only place this should be called like that.
• Thesauri is the plural
• Thesaurus is the singular
• Thesauris/Thesauruses or any other variant does NOT exist

Update

This feature has been deployed and only activated for a testing tenant.

I will make first iteration tests and hopefully start enabling for all tenants
