Violated Articles (at least in front end) is using the `project` key in settings, which no other tenant has in settings

**Describe the bug**
In order to present the violated articles option in the template configurator, we are using the value of the `project` root property of settings.  This property is probably not used anywhere.  We now have feature flags, this should be moved to feature flag and remove that unused property.
