Downloaded file permissions

If I want to move a file that I have downloaded, I have to update the permissions to do so. How do I configure my setup to allow downloaded files to be moved without updating permissions?

These are the default permissions that I have to change:

Use the same user as the running container, or unask000, to directly make the generated files have 777 permissions by default
