Customization plan

Create a plan which outlines the amount and type of customization that we expect to be available as part of the HydraDirect service offering. This plan should indicate where those customizations will require system administator support to accomplish, and how much time that is likely to require. The plan should also note where these customizations may impact system upgrades.
