feat(fabric): enable the k8s builder in Fabric peers

The fabric-builder-k8s is designed for production-ready kubernetes Fabric deployments and it would be great to include it with Fabric networks deployed with Bevel.

I think the first step would be to include a /var/hyperledger/production/buildpacks/k8sBuilder in the Bevel peer image but I'm not sure where the Dockerfile for bevel-fabric-peer is, or how it's built.

I assume that default_core.yaml would then be the right place to add the required builder configuration.

It looks like configmap.yaml would be be the place to add any Bevel specific configuration for the k8s builder.

Is there anything else that would need updating?
