Blank user management page (admin user only)

I've installed from scratch and logged in but I did not find any user into users.db users table:

Actually problem here is in dev mode we are surpassing auth as otherwise everyone will need to add credentials to make it work.

line 19: operation_mode = "dev" # Change to "production" for production mode

I guess we should add auth in last only till then for dev mode we can make it work as it is only for production we can add it later.
