(>=0.4.2) Remove ignored parameter in cncluster set_operator_deployment_reference & update_config

In #1041 and https://github.com/DACH-NY/canton-network-internal/pull/525 we retired the parameter from cncluster set_operator_deployment_reference and from cncluster update_config. For backward compatibility, the script still accepts a value there, but ignores it. Once the base version for HDM tests is >= 0.4.2 (or at least >= a version to which we backport #1041, if we chose to backport these commits to), we should be able to just remove that parameter.
