We have 2 configs [here](https://github.com/hyperledger-labs/splice/tree/main/apps/common/frontend-test-vite-utils/src). The config in the index seems to be what is merged with app specific config. We should remove the unused config. Noticed while incrementing timeout in https://github.com/hyperledger-labs/splice/pull/2685
