bump nix packages

[nicu-da]

main package we want to bump is the pulumi binary as we run really old versions
we also need to bump the pulumi npm packages and also make sure the pulumi operator uses the right binary version
while we do that we might as well just check the pulumi plugins we use and bump those versions in the nix extra plugins and also in the npm package.json
