Tracking: 24 submission delay for CC

• Submit CIP
• Change Daml code to enforce new restrictions on AmuletConfig, in particular no fees and fix all tests
• Change Daml and backend code to support 24h signing delay for token standard operations
  • Needs to come in the same PR as adjusting the scan backend to return ExternalPartyConfigState in the choice context as otherwise the tests fail, plan for rollover: return both rounds and ExternalPartyConfigState in the choice context or if it's easy enough query the version the involved parties have vetted (benefit: it has lower traffic costs compared to passing both)
• Adjust tx log parsers for new choices
• Add automation to advance external party config state
• Add to bootstrap external party config state
• Switch wallet and scan UI to convert based on current amulet price
• Adjust preapproval automation to create fresh + expire
• Add Daml code for traffic purchases with 24h delay
• Add Daml code for tap with 24h delay
