Splitwell should respect the maxDarVersion when waiting for the dar

When waiting for the splitwell dar in the splitwell app we should respect the maxDarVersion used by the validator to upload it

Note that #1014 added support for this in the splitwell backend config. All that's missing is setting this from our pulumi code.
