EIP-7928 - Enable MultiGet optimization via a custom rocksdb build

We need to rebuild RocksDB with custom build flags to enable optimizations like async I/O, which are not available in the official release. Furthermore, the official repository has stopped releasing new versions of the RocksDB JNI artifacts since august, so we must explore creating our own custom build process.
