Amsterdam: eth_simulateV1: fix revert err code

For bal-devnet-3 we need to update eth_simulateV1 to the latest spec: ethereum/execution-apis#748

@daniellehrner we already (#9365) return error code 3 for eth_simulateV1 reverts, per ethereum/execution-apis#748 - the failures you linked to are because the tests haven't regenerated from the change yet.

However - even when I run those locally, there are 2 tests failing because the error message is different. I thought hive ignored the message and only the code was checked. I'll follow up with STEEL team.
