Pilot PRSpec in CI (read-only EIP compliance checks)

Hello Besu team,

I maintain PRSpec, an open-source tool that performs semantic compliance checks between Ethereum client implementations and EIPs / execution specs.

PRSpec has already surfaced actionable discussions with other client teams and spec maintainers, and I’d like to propose a low-risk pilot for Besu.

Pilot (non-intrusive)

Run PRSpec in CI for selected PRs in read-only mode:

• no PR blocking
• generates HTML/JSON report artifacts only

Suggested initial scope:

• EIP-1559 checks
• EIP-4844 blob gas pricing checks

Two options

A) Internal run (your CI, your LLM key)
B) Hosted demo (rate-limited endpoint, no keys required)
