Implements a Go version of the [full-stack-asset-transfer-guide]. smart contract under [asset-transfer-go].
Adds contract logic for asset creation, read, update, delete, transfer, and state-based endorsement policy handling
Includes Go module files and chain code entry point
validated with go test Repo Folder. in the new Go contract directory
