Decoration: LAYER_OVER vs LAYER_OVERLAY

This seems like a bug, but maybe I'm just misinterpreting the comments in the header file...

I have a window decoration (renders a box in the middle of windows). If I use DECORATION_LAYER_OVERLAY the decoration only gets rendered on floating windows and the focused tiled window.

If I use DECORATION_LAYER_OVER it renders on all visible windows, but under popups.

decotest.zip

dispatcher 'decotest' with no args will load decorations on all visible windows with LAYER_OVER.
'decotest remove' removes them
'decotest overlay' adds them as LAYER_OVERLAY

Remove them before you unload the plugin ;)

Also it's not just my terrible code, which is always good to discover.
