Steam Big Picture goes to floating after exiting a game

When starting Steam Big Picture, it goes fullscreen just normal, but after launching a game and exiting it, Big Picture exits fullscreen and goes to floating mode.
exit_window_retains_fullscreen = true is a workaround, but it also makes normal Steam UI fullscreen, so it's not perfect...
