Tearing does not work on hot-plugged screens

I've had problems with osu!lazer sometimes not tearing on my external monitor, but tearing on my laptop screen. For a long time I thought it was an osu issue.

Today I started hyprland and plugged my monitor, and tearing wasn't working even though hyprctl monitors showed activelyTearing: true. So I left my monitor plugged, restarted the Hyprland session and lo and behold, tearing works.

@vaxerski lmk if I should move this to aquamarine.
