stayfocused doesn't prevent moving focus using a bind

Hi! I tried using stayfocused window rule to force focus on Satty and noticed that it can be freely moved using keyboard binds. Focus only gets enforced once I move the mouse. I can confirm this happens with movefocus, cyclenext and focusmonitor.

Is this behavior intentional?
