XWayland apps blurry at <1 scaling, even with force zero scaling enabled

XWayland apps remain small and blurry when force zero scaling is applied.
For example:

When force zero scaling isn't enabled, it's just plain blurry.
(also don't mind the grain, that's meant to be there)
