How to Launch Apps on Specific Workspaces at Startup Without Switching to Them?

I have 10 workspaces split into 2 monitors, 5 on each. At startup, I want to launch apps on specific workspaces using the following configuration:

exec-once = ... (other ones)
exec-once = [workspace 10 silent] $notes  # Notes app on workspace 10 (right monitor)
exec-once = [workspace 3] $browser        # Browser on workspace 3 (left monitor)
exec-once = [workspace 9] $terminal       # Terminal on workspace 9 (left monitor)

My goal:
Launch the notes app on workspace 10 (right monitor) without changing the view to it.
Launch the browser on workspace 3 (left monitor) and the terminal on workspace 9 (left monitor), and stay on the workspace where the terminal launches (workspace 9) for right monitor and #3 for left monitor.
I placed $browser and $terminal at the end of the exec-once list, hoping to stay on their workspaces, but after startup, it still stays on workspace 10. How can I configure Hyprland to launch these apps on their respective workspaces without switching to them immediately, and ensure I end up on workspace 3 and 9?

silent works on my end. Maybe you have focus_on_activate enabled and your notes app triggers an activate on open?
