add blacklist/whitelist regex to focus_on_activate

Feature Description

Add a config variable similar to swallow_regex to blacklist (or whitelist) windows from being focused when they activate.

Why it would be beneficial

It was brought up in #3870 and #2732 that Telegram can be obnoxious in requesting focus. This can be turned off, but as mentioned in #1350 (the OBS issue), there can and will be cases where this is not an option. I also encountered a related issue with GIMP's color selector window, as when the color changes the main GIMP window sends an activate request and gets focused, which snaps the cursor to the center of that window. This prevents from dragging around on the color space, and causes fast flickering of focus when the color picker covers the center of GIMP (where it pops up).

These are probably mainly issues on the app side, but with the option to blacklist windows from requesting focus, the focus_on_activate feature can still be used while encountering this kind of issue.

Oh thanks! 😅 seems I was being a bit of an idiot, a simple suppressevent activatefocus does the trick.
