Remove the limitations on modifier keys and allow any key to be used as a modifier.

Currently, keybinds like this are impossible to use, as the keys allowed to be used as modifiers are limited.
I believe that removing this limitation and allowing any key to be used as a modifier will greatly expand the capabilities of the keybinding system.
