Tearing breaks VRR

Description

VRR was not working correctly for me despite following the wiki & VRR breakers #7386 recommended information. After some back & forth with people having the same issues we found having allow_tearing on in general makes VRR act to inconsistent which makes the experience with it on worse than if it was off. The discussion where we discovered the issue #10295.
