Repro CaseHappens only on NvidiaPrerequisites
In your Hyprland config, enable direct scanout and hardware cursors. You can enable or disable tearing as you wish; the value to which your FPS drops when you move the cursor will differ, but the fact that you still experience an FPS drop remains. Steps

When I move the cursor in a Vulkan application running in FIFO or Immediate present mode—with both CPU-buffered hardware cursors and direct scanout enabled—the FPS drops to half the monitor's refresh rate. This doesn’t happen in Mailbox present mode.
