Monitor specific decorations. Advanced gaps out settings

Along with this, I consider it necessary to move from general: to decoration: such settings as: border_size, gaps_in, gaps_out, float_gaps, gaps_workspaces, col.inactive_border, col.active_border, col.nogroup_border and col.nogroup_border_active.

It also helps to fix this issue with blur.
