Floating windows sizing is relative to the full screen width overlapping reserved area

This issue is related to the sizing logic for floating windows,

height and width of windows is calculated relative to the full screen size,
however, this becomes an issue when you have a widget like a topbar that has a reserved (exclusive) area,

this affects many use cases like:

1. toggling floating mode via hyprctl dispatch togglefloating

2. resizing a floating window with percentages like hyprctl dispatch resizeactive exact 100% 100%

as you can see from the videos, window resize relative to the full screen size which overlaps my topbar in this case,
a better behavior would be windows take 100% off the working area,
which is the full screen size with the reserved area deducted from it

i dont see no point of having the top area of floating windows being covered by the topbar or any reserved area,

i would argue that it makes the resizing command less useful, because you can never know how much is 100% of
the working area, so u are left to guess.

yes thats the behavior im pointing out i think,
i dont think its necessary a bug, its more of a design choice but, of course i opened this discussion so i think it should change,

i didnt dig in the hyprland code for the default floating size, but regardless i dont think that default size is the issue,
if i would to guess the default size is set as a percentage, and from what i know hyprland calculate percentages according to the whole screen size, so for example hyprctl dispatch resizeactive exact 100% 100% would make the window fill the whole screen including any exclusive zones,

when vaxery did this he probably didnt think much of it, since he probably did it on an at least 1920 monitor, this becomes a problem on smaller screens, but im just making assumptions here, @vaxerski please take a look

the solution is to provide somehow a mechanism to calculate width and height after excluding reserved exclusive area, so 100% 100% fill all the space of the screen subtracted by the exclusive zones, maybe a default floating size variable would be nice too

this is similar to an issue vaxery opened from my discussion at ##11604
xdg popups would decide if theres available screen space based on the whole screen size rather than respecting exclusive zones and subtract their space from the calculation, this resulted in popups going under exclusive zones, which is still an issue,

while i agree that u need to be able to calculate absolute dimensions, i think its a usability must to provide a way to calculate based on the "available working screen area",
