Floating windows sizing is relative to the full screen width overlapping reserved area #11628

This issue is related to the sizing logic for floating windows,
height and width of windows is calculated relative to the full screen size,
however, this becomes an issue when you have a widget like a topbar that has a reserved (exclusive) area,
this affects many use cases like:
2025-09-08.18-23-51.trimmed.mp4
2025-09-08.18-30-43.trimmed.mp4
as you can see from the videos, window resize relative to the full screen size which overlaps my topbar in this case,
a better behavior would be windows take 100% off the working area,
which is the full screen size with the reserved area deducted from it
i dont see no point of having the top area of floating windows being covered by the topbar or any reserved area,
i would argue that it makes the resizing command less useful, because you can never know how much is 100% of
the working area, so u are left to guess.
