Motion blur for animations/general window movements

This is a relatively cheap effect that should be relatively simple to implement.

Here is a demo, it doesn't look quite like when running it yourself, but I hope it gets the idea across

Eh, its quite a bit more annoying to implement than I thought and I just don't enjoy working on hyprland that much tbh (compile times, c++, the whole architecture). I got a plugin somewhat working (no borders, no blur, not correctly handling multiple surfaces), but I would have to reimplement pretty much the whole renderer if I wanted it to be good because of the way hyprlands rendering works. (The effect in and of it self is not hard to implement, it just completely goes against hyprlands rendering architechture)
