Massive GPU spike when moving mouse on second (vertical) monitor

i have a fully AMD Build.
RX 7600 GPU
5600x CPU
32GB RAM

and atm i sit around 10-12% GPU usage with a few apps open.
But whenever i move my mouse around on my 2nd monitor the GPU usage spikes (and stays) at 16% or higher. and this is exacerbated when there is an app like the terminal or discord on that monitor. sending GPU usage between 40-50%
