Notify when hyprpm reload plugins

I tried exec-once hyprpm reload -nn in my hyprland configuration, the wiki mentioned it will only notify fail message, but it still notify when it first load. After first load, I run it manually in terminal, it works properly.
I am not sure whether this pr will correct this bug.
