Resize cursor remains active when crossing from tiled window border to fullscreen window with resize_on_border = true

Steps to reproduce (requires multiple monitors)

1. set resize_on_border = true
2. on monitor 1 open a tiled window
3. on monitor 2 open a fullscreen window
4. move cursor(using mouse or trackpad) from tiled window on monitor 1 to fullscreen window on monitor 2
5. resize cursor icon persists
