How to override global center rule for certain apps

I'm trying to make all windows float and center by default, except a few apps that I want to position manually.

my rules

windowrule {
  name = float-all
  match:class = .*
  float = on
  center = on
}

windowrule {
  name = telegram
  match:class = org.telegram.desktop
  no_screen_share = on
  size = 447 651
  move = 1466 47
  center = off
}

The problem is that the global rule still forces Telegram to the center.
Even with center = off in the Telegram rule, it gets ignored.

Is there a way to override a global center rule for specific apps?
