feature request: implement onworkspace for layer rules

i'd like to request an implementation of onworkspace/workspace from window rules for layer rules.
my use case is enabling x-ray for waybar when one tiled window is visible on the current workspace (w[tv1]), but i'm sure there are others.

layers are not on any workspace though? They're bound to a monitor not a ws

yes, i'm aware. my proposal is to allow the current workspace to influence layers. so if a set workspace selector (or whatever it's called) is currently true, use that layerrule

example:
layerrule: blur, launcher, workspace:f[0]

blur is then enabled for layer launcher when the current workspace is in fullscreen mode
