Modify default behavior for mouse drag to not consume events it NOT defined

Currently when defining a dragm like bindm = , mouse:274, movewindow we must also define a bindc like

bindc = , mouse:274, sendkeystate, , mouse:274, down, activewindow
bindc = , mouse:274, sendkeystate, , mouse:274, up, activewindow

to keep original behavior for non drag.

While this works acceptable it fails if using an gdk shell over the active window as the mouse event is sent to active window instead of the gdk shell.

Proposed change:

• if dragm is defined and dragc is not then propagate event as it is instead of no action

Alternative solution:

• above solution will start emitting events for whoever did not specify a dragc and has a dragm defined. I think this is better as more intuitive , but otherwise we can use bindcn = , mouse:274, exec, true to mark event as non consumed and passed forward
