Maximized windows not able to interact with mouse

I have 4 monitors, 1 is 1920x1080@675hz, the other is [email protected] and the other is [email protected]. Then I have a 4k TV "LG Electronics LG TV SSCR2" and when this tv/monitor is not disabled, the behavior is constant across all monitors in that any maximized window does not receive mouse input. The mouse cursor behaves as though the maximized window is just a blank surface, it doesn't change cursor over any different inputs or buttons, etc.

Reiterating in list format:

• Maximized Windows receive no mouse input and the mouse doesn't interact with them at all when 4k TV is enabled
• Issue persists across all other monitors
• When 4k TV is disabled, mouse is able to interact with maximized windows normally
• Fullscreen windows do not have this problem, just maximized ones.

I tried:

• Disabling/enabling hardware cursor env variable
• Setting vrr to 1 and 0
• Setting TV refresh rate to 60
• Setting TV as the only monitor that is enabled
• Setting on_focus_under_fullscreen to 1 and 0
