is not valid and I think it should

That won't work because {{ }} is done by the parser, which has no notion of what window_h is.
The correct way to do it is simply:
size = monitor_w*0.2 monitor_h-$bar_height
or if you want to make sure you don't mess it up somehow:
size = (monitor_w*0.2) (monitor_h-$bar_height)

I don’t know, I just thought it was better this way since I don’t need named rules and "name = xxx" is not optional.
