Global hotkeys do not work on Ozone apps using -ozone-platform=wayland

Describe the bug

With Discord, it seems pass and sendshortcut don't work when running on Wayland. I have also tested with Brave in the same way.

Reproduction steps

I set this bind

bind = $mainMod, O, sendshortcut, CTRL_SHIFT, M, class:discord

then I ran Discord with discord and tried the bind. It worked.
After, I ran Discord with discord -enable-features=UseOzonePlatform -ozone-platform=wayland and tried the bind. It did not work.
As said before, the same happened with Brave.

would be nice to check some older versions. I used to use these pass dispatchers, but stopped a while back

I think this could the same as this old issue: #2072, though I'm not able to replicate the workaround with groups mentioned there. If it is the same, then it's been an issue for at least 2 years.
