Normal workspace should remains the same when closing the last (fullscreened) window in a special workspace (with close_special_on_empty true, the default).

it's an edge case, I think it shouldn't behave that way.

It can be scripted with activespecial and destroyworkspace by dynamically setting exit_window_retains_fullscreen on and off so can be closed if you want
