Input event with zero timestamp generated on workspace swipe

Continuation of #9513.

Can be detected with blender built with -DWITH_ASSERT_ABORT=ON (it aborts). Possibly can be detected with normally built blender by looking into its outputs, but I haven't checked yet.

Steps:

• Be in blender, with main work area focused, cursor inside
• Start 3 finger workspace swipe, but end it right away, while nothing moved too far.
