Create a configuration folder available in the whole system

If the user has installed the tool with a different user to the one that is running the application, OSRFramework will fail to find the configuration folder (~/.config/OSRFramework) when getting started. In the installation process, we should install somewhere a default copy of the folder to be collected and copied just in case the user launching it is not the one that installed it.

Needed for multiuser support. The path in UNIX-like systems might be something like /etc/osrframework. On Windows, it should be defined.
