Feature description

The reparentPopoutWidgets feature enables popout widget content re-parenting. This behavior is similar to what is currently being done when dragging widgets between stage panels and floating widgets and avoids rendering the popout in a separate element tree. Re-parenting advantages:

• Persisted React state
• Persisted DOM state
• Same React element tree (access to same context providers)

Why is it a preview feature?

• We want to determine if the new behavior should be the default and only option, or if it should be an "opt-in" and require additional APIs to be configurable.
