Automatically pop out widget when dragged out of application window #1374

Is your feature request related to a problem? Please describe.
The pop-out/pop-in button workflow is unintuitive. During a user lab, they could not find the button and repeatedly tried click and drag. They expressed frustration that click-and-drag didn't work after being told about the pop out button.
Describe the Solution you'd like
When you click on a widget tab and drag it out of the application window, it should automatically pop out the widget.
The reverse functionality should also work dragging back to the original tab group.
