Identical notification toasts stop showing after switching frontstage #1500

Describe the bug
If a toast is open when switching frontstage, toasts with identical messages will never show afterward. Toasts with different messages still work.
To Reproduce
Repro video. Ignore the labels on the buttons:

Expected Behavior
The message should stay visible as you switch frontstages and display as normal when sent in the future.
