AccessTokenAdapter no longer exported from imodels-access-backend

The AccessTokenAdapter used to be exported from the imodels-access-backend package, and is now apparently only available from imodels-access-common package, which did not export directly anything before.

Is this change intended ? If so, the changelog could benefit from an update to identify this breaking change.

Are these packages bound by iTwin.js policies ?

Authoring package where most of the reexports have been removed does mention this. Changelogs mostly mention high level changes and aren't going to mention every single breaking change. We are not subject to iTwin.js policies.

Can you provide the link of that documentation ? What are "authoring packages" ? I'm not sure I follow the logic of not mentionning breaking changes ? (Or why a package in the scope of @iTwin is not under iTwin.js policies ?
