feat: Issue label for "easy-review" #11964

Is your feature request related to a problem?
It would be great if PRs such as #11963 that are a simple and obvious review could get attention quickly and merged quickly. I propose creating a new issue label called "easy-review" for this. My read of the the last few months of ibis maintainership is that the bottleneck is often review capacity. So if we can seduce people into being able to apply this label to their PR, then this will be good motivation for more PRs to get merged. When browsing issues, these easy PRs will jump out because of the badge, and hopefully can get picked up sooner.

I considered alternative names:
- small
- easy
- quick
but I did want to emphasize that the label is about the REVIEW side, so I think it should definitely have "review" somewhere in it.
