Upgrade to MicroProfile 3.X for Fleet microservices

Upgrade fleet-ms to the latest MicroProfile 3.X version, along with the latest versions of the required features for each microservice.

Potentially, use https://github.com/jbcodeforce/microprofile-event-driven-microservice-template as a foundation for the new codebase to be deployed on mp3.0 once it is refined and validated.

I think we have to create a new microservice to just manage vessel. fleet ms will be reduce to the strict minimum and may be just in the UI BFF. The new Vessel MS makes sense to generate vessel-course-events to kafka.
