Modelica resources in Modelica pakcage

This issue is to ensure that all test cases have their available external resources (i.e. weather, occupancy, etc..) in the Modelica package itself. First we will move the resources to models/"TestCasePackage"/Resources. Then remove those resources from the models/Resources folder
