Disable automatically a download method in TopCat

It is planned to have a download method that can have some restrictions in storage. DLS is planning to restore data back to the facility for re-processing.
Initially, a manual disabling of the DLS restore will be available. However, it will be better to have it automated. Having an API that allows disabling a download method will be helpful. We can do it through the admin tab or disable through pollCat.
This new feature is to be added to the new design of TopCat. Not sure if this is the correct place for this ticket to be or if we should move it to a new place. Please feel free to move this ticket if necessary.

The API work for #434 is essentially complete, but not yet in the master (branch: https://github.com/icatproject/topcat/tree/issue%23434-disable-download-types). The next obvious step is to update tools/topcat_admin.py to allow a user to disable/re-enable a download type. That would be simpler than developing a new Admin tab; but I don't want to do it if this instance of topcat_admin.py is not being used. Is this script used by DLS, or do they have their own version?

I am not aware of this script. Chris will be the best person to ask as he is managing DLS TopCat.
I was thinking to use that API in pollcat when the storage reaches the limit. Not sure if the re-enabling of the option
should be done manually or automatically. Chris is probably in a better position to answer your question.

Chris says that he has his own version of the script. Nonetheless, I've modified the copy that's in the project; hopefully it will be trivial for Chris to merge the changes into his version.
